The actuarial tables get it wrong in areas where many poor people must get treated without providers being reimbursed. This has resulted in many hospitals being closed in areas where they are needed most. Messed up doesn't begin to describe it. In Canada, we have basic health as a minimum (much like the UK) and each employer tends to have extended health benefits coverage for their employees. One thousand quid is not cheap (about US$2,000)!
