I am pretty sure I have used DBMS_SCHEDULER.create_job, I could see in DBA_SCHEDULER_JOB_RUN_DETAILS but not in dba_scheduler_programs.

Hi.

A program is only present if you have explicitly created it with CREATE_PROGRAM.

So what exactly is the difference, create job and create program?

Hi.

A program is the definition of a job action. You can define a program and have that same program called from multiple jobs.

A schedule is the definition of a specific schedule. A single schedule can be used by multiple jobs.

A job can use predefined programs and schedules, or define them in line are part of the job definition. You can see the basics of the scheduler here:

OK. So once you've created your program(s), you will need to defines jobs that use them.
